Shows the access and declassification rules associated with an entity.

Indicate whether the rule or text applies to official documents or internal documents.

Under the terms of Resolution Res(2001)6:
- official documents are the documents of the various Council of Europe organs, bodies and committees;
- internal documents are documents which are not official. They include correspondence sent to or received from the outside.

Access classification level:
The access classification level determines the access rights assigned to a group of people for a given document series.
There are 5 levels:
- public: applies to unclassified documents, for public dissemination
- restricted: applies to documents made available to member governments and the Secretariat of the Council of Europe
- internal: applies to documents that are accessible to all internal users, i.e. staff of the Council of Europe
- confidential: applies to documents sent to member governments and the service or committee responsible for the document
- secret: applies to documents individually numbered and forwarded to recipients authorised by Private Office.

These levels were defined by Committee of Ministers decision CM/Del/Dec(98)641 with the exception of “internal”, introduced in the 2009 Archival Policy.
